When the apprenticeship levy was announced in 2015, we hoped that the box-ticking would cease and we could use the levy to subsidise the training budget. Sadly, for us, it has become an expensive folly.

If employers such as Timpson who have workplace training at the core of what they do believe that the rule book on apprenticeships doesn’t work for them, is it any wonder that the number of apprenticeships that as a nation we commit to is on a downward trajectory?

The rules need simplifying including and above everything else the 20% off the job training – if we do that, I believe as a nation we will get growth in numbers and real return on our commitment.
